The mid-2010s opening coincided with Kyiv's cocktail scene maturing beyond vodka-and-juice, and this place helped push that evolution. The room is comfortable rather than flashy: industrial ceilings, warm lighting, the bar as the focal point.

The seasonal menu is where Barman Dictat distinguishes itself from the competition. A winter menu featured a cocktail with smoked honey and walnut bitters that tasted specifically Ukrainian rather than like something transported from a Brooklyn playbook. Summer brings lighter combinations using local berries and herbs. The bartenders are proud of their ingredients and will explain sourcing if you ask.

The crowd skews local and young professional. Tourists appear but don't dominate. English menus exist and staff speak it comfortably. On a Saturday evening around 9 PM, every seat was taken and people stood near the bar waiting for spots. By 10:30 PM, the pre-curfew exodus began and the room emptied quickly.
