Caspian Breeze
Caspian Breeze operates as a casual seaside bar along Baku Boulevard, occupying an open-air spot with plastic chairs, simple tables, and a bar counter that serves cold beer, basic cocktails, and hookah. The setup is deliberately informal, in contrast to the polished hotel bars and rooftop lounges elsewhere on the Boulevard. Seating holds around 60 guests, and the layout faces the Caspian Sea with an unobstructed waterfront position. Beer is the primary offering, with local and imported options ranging from AZN 5-12. Hookah service is popular, with flavored tobacco options available for AZN 10-15. The food menu is limited to snacks and light bites. The crowd is young, predominantly local Azerbaijani, with tourists adding to the mix on summer weekends. The venue fills on warm evenings when groups gather for waterfront drinks and hookah after work or on weekend nights. The atmosphere is social and relaxed, with conversations and phone screens competing with the sea view for attention.

Full Review
Caspian Breeze is the antidote to Baku's polished nightlife image. While hotel rooftops charge AZN 30 for cocktails and enforce dress codes, this waterfront bar charges AZN 5-12 for beer, sets up plastic chairs on the Boulevard, and lets you sit by the sea in flip-flops. It's not glamorous, and that's the point.
The location is the asset. Sitting directly on the Caspian waterfront with an unblocked sea view, the bar offers the same water that the expensive venues sell for three times the price. The sunset hits the same from a plastic chair as from a designer lounge seat. The beer tastes the same regardless of the glassware.
Hookah is central to the experience. Most tables have a pipe going, with fruit-flavored tobacco creating aromatic clouds that mix with the sea air. The hookah quality is decent, prepared competently if not artistically. A pipe and a couple of beers makes for a complete and affordable evening.
The crowd is where Caspian Breeze differs most from the upscale venues. Young Azerbaijani men and women come here with friends for a cheap night out. The atmosphere is sociable, with neighboring tables talking to each other and sharing hookah. Tourists are visible but not dominant, and curious visitors are generally welcomed into conversations.
The drinks are simple. Beer comes cold, cocktails are basic, and nobody pretends otherwise. If you want craft cocktails, go to Otto. If you want a cold beer by the sea without pretension or expense, this is the spot.
The limitations are obvious: the furniture is cheap, the food is negligible, and service can be slow on busy nights. The venue is also fully seasonal, shutting down or reducing hours significantly in winter. But during a warm Baku evening, with the sea, the breeze, and a cold beer at hand, the limitations genuinely don't matter.
