Italy Visa Overview 2026
Italy launched its long-delayed Digital Nomad Visa in April 2024. The Elective Residence Visa remains the standard retiree path. The 7 percent flat tax for new residents of southern Italian regions provides significant tax savings for retirees and pensioners.
The Schengen 90/180 Rule
Citizens of 60+ visa-free countries can stay in the Schengen Area for up to 90 days within any 180-day rolling period. Free. The 90 days are cumulative across all 27 Schengen countries.
ETIAS Coming Q4 2026
EU ETIAS scheduled for Q4 2026 rollout. EUR 7. Valid for 3 years.
Italian Digital Nomad Visa
Launched April 2024 after multiple years of delays. EUR 28,000/year income (around EUR 2,333/month) from a foreign employer or remote-work contract. Professional qualification required (university degree, professional certification, or 3+ years experience in a recognized field). EUR 116 application + EUR 70 residence permit. Initial 1-year visa renewable.
Apply at Italian consulate in your country of citizenship. Processing 30-60 days. Required documents: passport, application form, recent photo, income proof (3 months of bank statements or contract showing EUR 28,000+/year), professional qualification documents, criminal background check, private health insurance covering Italy, accommodation address in Italy.
The visa includes spouse and minor children. Italy's Digital Nomad Visa specifically requires professional qualification, which differentiates it from Spain's or Portugal's similar programs that are more accessible to lower-skilled remote workers.
Elective Residence Visa
Italy's classic retirement visa. EUR 31,000/year passive income (Social Security, pensions, investments, rental income). EUR 116 application. Initial 1-year visa renewable. Designed specifically for non-working passive-income residents. The visa explicitly prohibits any kind of work, including remote work.
For remote workers, the Digital Nomad Visa is the appropriate path. The Elective Residence is the appropriate path for retirees with substantial passive income.
7 Percent Flat Tax for Southern Italy
Italy's distinctive tax incentive for retirees relocating to certain southern Italian regions (Sicily, Calabria, Campania, Basilicata, Molise, Sardinia, Puglia, and certain inland areas). 7 percent flat tax on foreign-source pension and passive income for 10 years.
Requirements: actually relocate to a qualifying southern Italian municipality with population under 20,000 (excluded major cities; specifically targets smaller villages); maintain primary tax residency in Italy; the tax regime applies only to foreign-source income. Significantly reduces effective tax burden; popular among Northern European retirees moving to Sicily and Calabria.
Practical Notes
The Italian Ministry of Foreign Affairs site is esteri.it. The Italian Immigration Office (Servizio Polizia di Stato) site is poliziadistato.it. The Digital Nomad Visa portal processes through the consulate; the residence permit conversion happens at the local Questura (police headquarters) in Italy.
Italy tax-residency rules apply to anyone in Italy 183+ days per year. The 7 percent flat tax requires election within the first tax year of Italian residency; consult an Italian tax advisor. The 5-year Italian residency requirement for citizenship by naturalization makes Italy a long-term option for EU passport seekers.
