Hugo's Lounge
Hugo's Lounge occupies a multi-level terrace on St. George's Road overlooking Spinola Bay, making it the most visually striking venue in Paceville. The main terrace sits on the upper level, offering views of the bay, the fishing boats, and the Portomaso tower. A lower level has an enclosed bar area with DJ booth and a more club-like atmosphere. The venue opened in its current format around 2010 and has positioned itself as Paceville's upscale option, attracting a dressed-up crowd of locals, hotel guests, and visitors willing to pay a premium for the setting. Cocktails are well-made and priced accordingly, with a menu that goes beyond the basics into territory involving house-made syrups and imported spirits. The dress code is enforced, particularly on weekend nights, and the bouncers are selective about who enters during peak hours.
What to Expect
You climb the stairs to the main terrace and the bay opens up below you. String lights overhead, cocktails in hand, and a DJ playing lounge-tempo house that shifts to faster beats as the night progresses. The crowd is better dressed than anywhere else in Paceville.

Full Review
Hugo's Lounge is the antidote to Paceville's louder, messier venues. The multi-level terrace design means that every seat has at least a partial view of Spinola Bay, and the upper terrace provides one of the best vantage points on Malta's northeast coast. The management invested in the cocktail program, and it shows. The menu rotates seasonally, with a core of classics and a changing selection of house specials that use local ingredients like carob and prickly pear.
The atmosphere splits naturally by level. The upper terrace is conversational, with groups sitting at tables and ordering rounds of cocktails. The lower level has the DJ booth and a small dance area that activates after 11 PM. On weekends, the transition from lounge to low-key club happens smoothly, with the music gaining energy as the cocktails take effect.
The crowd is Paceville's most curated. Bouncers apply the dress code consistently, which filters out the flip-flop-and-football-shirt contingent. What you get is a mix of Maltese professionals, hotel guests from the nearby Hilton and Intercontinental, and tourists who've done some research. The gender balance is better than most Paceville venues.
Pricing is at the top of the Paceville range but fair for what you get. A cocktail at EUR 14-16 is expensive for Malta but reasonable for a venue of this caliber with this setting. Bottle service is available and pushes costs up significantly.
The Neighborhood
Hugo's sits at the southern end of Paceville, close to the Spinola Bay waterfront restaurants. It's a natural starting point for an evening that might end at Havana Club or Club Numero Uno. The Bay Street complex is a short walk south for shopping or pre-dinner browsing.
Getting There
Same as all Paceville venues: buses 13, 14, 16 from Valletta or a short walk from St. Julian's hotels. Bolt from the airport costs EUR 15-20.
