Baia d'Praia Lounge fills a gap in the Plateau's bar scene that most visitors don't know exists until they find it. While the rest of the district offers street-level bars with plastic chairs, this lounge delivers an experience that wouldn't feel out of place in Lisbon's Bairro Alto.

The interior is compact but considered. Cushioned banquettes line the walls, small tables spaced for conversation, and the bar itself is staffed by someone who actually knows how to make cocktails. The lighting is amber and dim. Air conditioning keeps the temperature comfortable, a relief during Cape Verde's warmer months.

The terrace is the prize. Six tables face the harbor, offering views across the lower town to the water. At sunset, the light turns the harbor gold. After dark, the scattered lights of the lower town and the occasional fishing boat create a backdrop that elevates a simple drink into something more.

The cocktail menu runs CVE 500 to 800, with several original creations using grogue as a base spirit. The grogue sour is the standout: grogue, fresh lime, local honey, and a dash of bitters, served over ice. Portuguese wines are available by the glass, and the beer selection includes Strela alongside a couple of imported options.

The crowd is noticeably different from Kebra Cabana or the other Plateau bars. Government officials, NGO country directors, visiting consultants, and Praia's small professional class use this as a meeting point. The atmosphere is conversational rather than party-oriented. Weeknight visits are quiet and pleasant. Friday evenings bring the most energy, but it never approaches the volume of the street-level bars.

Service is good by Cape Verdean standards, with drinks arriving promptly and the staff remembering preferences for return visitors. The prices are higher than anywhere else on the Plateau but remain modest by international measures.
