Terraza 360 exists because the view justifies it, and on that basis it delivers. The Parana river at Rosario is genuinely impressive as a physical feature, and the elevation of the rooftop terrace gives a perspective that ground-level venues can't match. The islands in the delta to the east, the lights of the city to the west, and the width of the river below combine into a view that functions as an experience rather than just a backdrop.
The bar is a support structure for the view rather than a destination in its own right. The drink selection is serviceable, the staff are competent, and the service is adequate. Nothing about the drinks program would bring someone here if the rooftop view didn't exist. That's a fair trade-off, and knowing it going in means you calibrate expectations correctly.
The terrace works best between 8 and 10 PM when the sky is transitioning from deep blue to dark and the city and river lights begin to matter. After 10 PM, when the crowd builds and the clubs elsewhere are calling, Terraza 360 becomes a holding area rather than a destination. Most people use it as the first stop in a Puerto Norte evening and move on from there.
Wind is a consistent issue. The elevation and the exposure to the Parana river mean that even on mild nights, the terrace can be significantly cooler than street level. People who haven't brought a jacket are typically cold by 9:30 PM, even in late summer.
